国家管网油气储运资产完整性管理标准体系建设与应用

Construction and application of PipeChina's standard system for asset integrity management in oil and gas storage and transportation

  • 摘要: 为保证油气管道资产完整性管理领域标准的先进性、系统性、协调性与实用性,对3 698项国内外资产完整性管理相关法律法规和标准进行了分析,通过顶层设计统筹各标准层次和方向,用三维结构和二维矩阵方法进一步对标准重复、缺漏、冲突内容予以修正,提出了一套科学的标准制修订规划方法。研究结果表明:①基于分层规划和动态需求匹配,最终形成了覆盖管道线路、站场、LNG接收站、地下储气库及海底管道的87项标准制修订计划,取得了油气储运资产完整性管理领域的标准体系成果;②整合重复标准,前瞻性布局,提升了标准体系的系统性,实现了从数据管理到失效处置的全链条覆盖;③通过对技术成熟度与标准适用性的评估,提出优先修订老旧标准,加强与国际标准的接轨,提高大数据、数字孪生等技术在标准中的应用研究。结论认为,本研究提出的规划方法不仅为油气储运行业提供了标准化实践路径,也为其他基础设施领域的完整性管理标准体系建设提供了方法论参考。

     

    Abstract: To ensure the advancement, systematic coherence, coordination, and practicality of standards in the field of oil and gas pipeline asset integrity management, 3 698 domestic and international laws, regulations, and standards were analyzed. Through top-level design, multiple standard levels and directions were aligned, and three-dimensional structure and two-dimensional matrix methods were applied to resolve duplication, omissions, and conflicts. A scientific approach for standard formulation and revision planning was then proposed. The results indicated that: ①Through hierarchical planning and dynamic demand matching, a formulation and revision plan for 87 standards—covering pipeline routes, stations, LNG terminals, underground gas storage, and submarine pipelines—was established, completing the asset integrity management standard system for oil and gas storage and transportation. ②By integrating duplicate standards and adopting forward-looking strategies, the system's coherence was enhanced, achieving full-chain coverage from data management to failure response. ③Evaluations of technological maturity and standard applicability recommended prioritizing the revision of outdated standards, strengthening alignment with international standards, and advancing research on applying technologies such as big data and digital twin within the standards. The proposed planning method not only offers a standardized approach for the oil and gas storage and transportation industry but also serves as a methodological reference for developing integrity management standard systems in other infrastructure sectors.
