油气管网系统无人机低空安全风险与防控对策

UAV-induced low-altitude safety risks and countermeasures for oil and gas pipeline network systems

  • 摘要: 随着低空经济的快速发展,无人机低空飞行活动呈现高密度、高频次、高复杂性的特征,给油气管网的安全运行带来了全新挑战。当前学界研究多将军事打击和恐怖袭击类高烈度威胁与民用无人机低空扰序带来的差异化安全风险等同看待,缺乏面向油气管网系统的精细化、定量化风险评估体系,导致现有防控措施泛化,适配性与精准度不足。基于此,从人、机、环、管4个维度系统分析无人机对油气管网的安全风险来源,结合典型案例阐述低空安全风险特征;剖析油气管网系统的核心组成及其面对无人机威胁的脆弱性,对不同类型无人机的威胁性开展分析;评估民事活动中的无人机对油气管网主体结构、附属设施等的低空安全风险。并结合国家相关法律法规与行业标准要求,提出涵盖合规体系建设、相关设施防护、运行管理规范、应急能力提升的全链条防控对策,为油气管网企业构建无人机低空安全防控体系提供理论参考与实践指引。

     

    Abstract: With the rapid development of the low-altitude economy, low-altitude UAV flight activities feature high density, high frequency and high complexity, posing new challenges to the safe operation of oil and gas pipeline networks. Current research often conflates high-intensity threats like military strikes and terrorist attacks with the distinct safety risks arising from nuisance and disruptive low-altitude UAV flights. There is a lack of refined, quantitative risk assessment frameworks tailored to oil and gas pipeline networks, resulting in generalized prevention and control measures that lack adaptability and precision. This paper systematically analyzes UAV-induced safety risks to oil and gas pipeline networks across four dimensions-human factors, equipment, environment, and management-highlighting low-altitude risk characteristics through typical cases. It examines the core components and vulnerabilities of pipeline networks to UAV threats, assesses hazard severity by UAV type, and evaluates the safety risks imposed by civil UAV activities on the main structures and auxiliary facilities. Finally, in accordance with relevant national laws, regulations, and industry standards, the paper proposes full-chain prevention and control countermeasures, including compliance system development, facility protection, operational management specifications, and enhanced emergency response capabilities. This research offers theoretical insights and practical guidance for oil and gas enterprises to establish effective low-altitude safety systems against UAV threats.
