Abstract:
This study establishes a comprehensive strategic framework to facilitate the efficient, compliant incorporation of oil and gas pipeline projects into multi-level territorial spatial planning. By providing theoretical references and practical pathways, the study aims to ensure the legality and timely construction of national energy corridors. On the basis of clarifying the significance of the territorial spatial planning system and oil and gas pipeline projects, a systematic research method was adopted. Theoretical models of "policy gap" and "coordination game" were introduced to analyze the underlying causes of practical dilemmas, utilizing process simulations and risk matrices to quantify incorporation performance. Key bottlenecks restricting the incorporation of oil and gas pipeline projects were identified, including planning compatibility conflicts, the absence of statutory adjustment mechanisms, cumbersome grassroots-level approval procedures, and rigid boundary-line adjustments. A comparative analysis of typical cases from the past three years revealed that incorporation delays primarily stemmed from initial planning misalignment (25%), time-consuming cross-level coordination (35%), and ambiguous adjustment procedures (40%). Results indicated that a four-dimensional framework of "internal and external coordination plus whole-process regulation"-integrating enhanced industrial collaboration, optimized internal management, rigorous route demonstration, and standardized procedures-delivered remarkable effects. Supported by Geographic Information System(GIS)-based spatial quantitative analysis and risk assessment tools, this framework reduced major planning conflicts at the source and significantly improved the success rate of incorporation. This study offers theoretically sound, actionable solutions to streamline the incorporation of oil and gas pipeline projects into multi-level territorial spatial planning.
