天然气管道高后果区管控措施有效性对比分析

Comparative analysis of the effectiveness of control measures in high consequence area of natural gas pipelines

  • 摘要: 针对管道建设规模日益增大、城市化进程持续推进使管道高后果区不断增加导致管道安全风险增大的问题,从降低管道失效可能性及减轻管道失效后果两方面对天然气管道高后果区的管控措施进行梳理,并依托管道工程实际算例,对开展内检测及缺陷修复、增加RTU截断阀、降低管道运行压力以及降低管道周边人口数量4类安全防护措施的管控效果进行量化对比分析。结果表明:在上述4类措施中开展内检测及缺陷修复对高后果区管道的管控效果最好,可以使高后果区管道的个人风险与社会风险大幅降低,增加RTU截断阀对高后果区管道的管控效果次之,降低管道运行压力及降低管道周边人口数量对高后果区管道的管控效果不明显。研究结果可为高后果区管道安全运行提供技术支持,研究局限可为该领域后续研究提供有价值的参考。

     

    Abstract: With the increase of pipeline mileage and the continuous urbanization, the high consequence areas of pipelines continue to increase, leading to an increase of risks of pipeline safety. This article summarizes the control measures for high consequence areas of natural gas pipelines from two aspects: reducing the possibility of pipeline failure and mitigating the consequences of pipeline failure. Based on a practical example, a quantitative comparative analysis is conducted on the control effects of four types of safety protection measures, including internal inspection and defect repair, adding RTU block valves, reducing pipeline operating pressure, and reducing the population around pipelines. The results indicate that among the four types of measures mentioned above, internal inspection and defect repair have the best effect on high consequence areas of pipelines, which can significantly reduce personal and social risks of high consequence areas of pipelines, followed by increasing RTU block valves which have better effect, while reducing pipeline operating pressure and decreasing the population around the pipelines have less significant effect. The research results can provide technical support for the safe operation of pipelines in high consequence areas, and the limitations of the research can provide valuable references for future research in this field.
